Peru Takes the Other Path

Gradual reforms by Peru's governments over the years have made the capital Lima home to first-world services, shopping malls and an emerging middle class. But 90 minutes flying time from Lima is Iquitos, a jungle metropolis of 400,000. The daily life here is light years away from what it is in the capital. President Alan García, who was once a renowned socialist, believes the real difference between the two cities is that Iquitos' most valuable resources – mahogany and cedar – grow on land that has no property rights, writes Mary O'Grady in the Wall Street Journal |
